the Code also legalize the position of those teachers who are continuing to receive £600 and make it clear that the Burnham scale in Section 10 refers to new appointments, otherwise the highest grant that could be allowed by the Code as it reads at present would appear to be £525 (Burnham Assistants scale) plus £150 charge allowance, plus £100 overseas allowance = £775 for a man and £420 (Burnham Assistants scale) plus £15( charge allowance, plus £70 overseas allowance = £6.40 for a woman.

According to the "Detailed Statement of Revised Expenditure" accompanying the Savingram, varying amounts are being allowed as charge and overseas allowances, but the Code makes no provision for sliding scales in these allowances. The Code names exact amounts but there is only one teacher who receives the full amount allowed by the Code as charge allowance and only four Goodban, Noble, Miss Hurrell and Miss Shilston receive their full overseas allowances.

We are also puzzled why Stapleton and Smith appear in List "(b) when teachers are on maximum s alary" but not in List" (a) NOW". Their introduction causes the rise of £110 in overseas allowance Are they not entitled to overseas allowance at the present time? Is the grant paid on account of Goodban covered by the Code? He is the only teacher whose total emoluments rise, and that rise is shown for grant purposes as an increase of 90 in charge allowance.
